MANILA, Philippines — SILKROAD 4.0, a global initiative focused on responsible innovation, digital transformation, and cross-regional cooperation, has appointed Jocelle Batapa-Sigue, Juris Doctor, as Regional Director for the Philippines and Special Envoy for ASEAN Engagement, expanding the initiative’s work to strengthen trusted collaboration and accountable execution across the region.

Batapa-Sigue is regarded as a trailblazing advocate for digital empowerment and inclusive innovation in the Philippines, with more than two decades of leadership at the intersection of law, policy, and technology. From 2022 to 2025, she served as Undersecretary for ICT Industry Development at the Philippine Department of Information and Communications Technology (DICT), where she led initiatives supporting tech startups, digital freelancers, digital nomads, and the growth of countryside technology ecosystems.

Her national work has been matched by significant global engagement. Batapa-Sigue served as the Philippine Councilor at the International Telecommunication Union (ITU) from 2022 to 2025, and she currently sits as a Digital Innovation Board Member of the ITU Innovation and Entrepreneurship Alliance for Digital Development, contributing to the shaping of global digital policy conversations and advocating for ethical and inclusive technologies in both national and international forums.

SILKROAD 4.0 said her appointment reflects the initiative’s emphasis on working with leaders who can move cross-border cooperation beyond dialogue and into delivery—particularly at a time when global cooperation can no longer rely on assumed rules or symbolic commitments without accountability. The organization’s execution model is built around a governed approach that operationalizes trust and requires outcomes.

Under this model, SILKROAD 4.0 states that trust is verified rather than assumed, with participants identified and mandates clarified under shared rules. Execution is governed rather than improvised, through structured “Execution Groups” operating under agreed processes and a shared delivery cadence. And outcomes are required rather than optional, with every initiative anchored in a defined first deliverable, a clear owner, and a binding next step.

The initiative also highlighted Batapa-Sigue’s track record in building innovation ecosystems from the ground up. A co-founder of the National ICT Confederation of the Philippines (NICP), the Philippine ICT Innovation Network, and Digital Innovation for Women Advancement (DIWA), she helped pioneer rural digital job generation and innovation while mentoring local ICT councils and regional digital champions. She also designed and led the establishment of the first Technology Business Incubator (TBI) at the Negros First Cybercentre and is among the key proponents of the ALPHA Accelerator in Bacolod City.

Her contributions have earned multiple national recognitions, including the 2016 The Outstanding Women in the Nation’s Service (TOWNS) Award for ICT, ICT Contributor of the Year (2013), and Top Ten Outstanding Young Leaders (2009) from the Asia Society. She has also been recognized as a Philippine Blockchain Contributor (2005) and received the Outstanding Women in Digital Literacy Award from YWCA in 2025.

Batapa-Sigue’s SILKROAD 4.0 appointment comes as she also serves as the Philippine Digital Safety and Policy Specialist for the National Models for Women Safety Online (NMWSO)—a program led by Development Gateway and IREX—focusing on policy and safeguards to protect women and strengthen digital resilience.

SILKROAD 4.0 said her role will support deeper engagement across the Philippines and ASEAN, aligning decision-makers across government, industry, academia, investment communities, and civil society—consistent with its focus on the actors who shape outcomes, not only discussions. The initiative’s operating model, the Four Circles Connectivity Framework, integrates Technology & Innovation, People & Culture, Global Governance & Law, and Business & Finance into a single execution environment designed to ensure initiatives are buildable, socially aligned, legitimate, and financially viable.

A respected lawyer and law professor since 1998, Batapa-Sigue continues to lead regional work in AI governance, innovation, design thinking, and women-in-tech, advancing a vision where talent and innovation can thrive beyond borders.
