Newly appointed Department of Information and Communications Technology (DICT) Secretary Henry Rhoel R. Aguda has officially laid out his priorities as he takes the helm of the government’s digital transformation agency, emphasizing digital inclusion, infrastructure development, e-governance, and cybersecurity.

In his speech during the DICT turnover ceremony on April 4, 2025, and in interviews with multiple news outlets, Aguda consistently echoed one theme: the Philippines must embrace a “Digital-First” approach, ensuring that “No Filipino is left behind.”

Aguda, known for his role in the digital transformation of private institutions, comes into government service with a strong private sector background in technology, operations, and law. His vision for the DICT is structured around a four-pillar agenda: Driving a Digital-First Economy, Inclusive Technology for All, Championing Data Privacy and Protection, and Transparency in Government — forming the acronym D.I.C.T.

Whole-of-Nation Digital Transformation

Aguda consistently underscored the importance of collective action to drive digital development under his call for “Digital Bayanihan”.

President Ferdinand R. Marcos Jr. expressed confidence in Aguda’s leadership, stating that he believes the country’s digital transformation will accelerate under his guidance.

Aguda took his oath before the President on March 25 in Malacanan.

“We hope that every Filipino will benefit from the opportunities of modern technology,” Marcos added

With Secretary Aguda at the helm, the DICT enters a new chapter defined by a strategic shift toward equity, security, transparency, and innovation. His vision is clear: to build a Digital Philippines where every citizen is digitally empowered — not just connected, but equipped to succeed.
