This event is more than just a seminar; it’s an adventure in exploration, empowerment, and discovery.
The Department of Information and Communications Technology (DICT) is committed to developing the emerging technology industry, with the main goal of encouraging significant ICT-enabled employment possibilities throughout the Philippines. One of the many events organized by the ICT Industry Development Bureau (IIDB) of DICT during the week-long celebration is Block Bytes: Blockchain 101 for Students which was conducted last 20 November 2023 and organized by the DICT – ICT Industry Development Bureau in partnership with the Blockchain Council of the Philippines, WEB3 Association Philippines, and coins.ph. It provides a thorough introduction to the topic, clearing up common myths, highlighting the technology’s broad cross-industry potential, and inciting reflection on its ethical, sociological, and economic ramifications while encouraging critical thinking and innovation. The activity had morning and afternoon sessions to cater for two batches of students.

Atty. Jocelle Batapa-Sigue, Department of Information and Communications Technology – DICT Undersecretary for ICT Industry Development, has set off Block Bytes Students in high spirits during the morning session. In her speech, Atty. Batapa-Sigue noted that “The best investment we will make as a country is investing in the minds of our young people, our young talents”. She firmly believed that learning and knowledge is a lifelong exercise and is not only bound to happen within the four corners of the classroom. Moreover, she has put great emphasis on the bigger mission we all have which is to put the Philippines in the map of the most vibrant ecosystem in terms of embracing emerging technologies. Finally, she ended her speech with a strong call that “There’s no other way to push our economy up than to leverage on the benefits of innovation.”
Consequently, during the afternoon session, Atty. Batapa-Sigue began the discussion by expressing her conviction in the value of inspiration and education. “You need to be inspired,” she screamed, “so that you focus and struggle to pursue your education.” In addition, she firmly stated, “We are also embarking on a big mission to put the Philippines on the map as one of the trailblazers in embracing emerging technologies.” Making Academe Government Industry Collaborate (MAGIC) is the acronym for Atty. Batapa-Sigue’s proprietary method, which she generously provided. As she said, “MAGIC is a formula to creating a robust blockchain ecosystem in the Philippines.” And finally, to leave the students with some motivation, she exclaimed “Show what you have. Hindi po bawal ang bibo sa Pilipinas. Don’t be afraid of failing because failure will make you stronger”.

Several eminent speakers presented their knowledge and experience on blockchain technology at the event. Blockchain fundamentals were discussed by Abbie Elinon, Business Development Director at Coins Academy/Coins.ph. She provided some advice on how to invest in cryptocurrencies, including good investment management and research. Coach Miranda, the creator of Global Miranda Miner, went into further detail about cryptocurrency while talking about the fundamentals of blockchain. Following that, co-founder of ATT3ND and WEB3 PH Christopher Star conducted a collaborative activity in which the students demonstrated the decentralized nature of blockchain in real-world settings. Rebecah Dausen, an Ecosystem Developer at XDC Network, discussed the applications of blockchain that go beyond cryptocurrencies, such as in the financing of international trade. Atty. Nathan Marasigan came after that, General Counsel of Yield Guild Games Pilipinas (YGG), who spoke about the applications and effects of blockchain in society, including how it might assist increase openness and dependability in government procedures, certificates, elections, agriculture, and infrastructure.
In the interactive Q&A portion, one of the participants curiously asked if traditional intermediaries can now be replaceable by blockchain technology. In response, Atty. Jocelle Batapa-Sigue explained that in an innovation ecosystem, technology is just a part of this. Thus, these traditional institutions will remain. However, blockchain technology contributes to the improvement and enhancement of the procedures rather than completely eradicating the institutions. Consequently, another participant requested for the speakers to share educational resources/programs available for students to gain additional knowledge on blockchain technology. Atty. Batapa-Sigue promoted her office’s project Tech Trends which serves as social media learning sessions through 60-100 minutes videos tackling 7 emerging technologies. Apart from that, Atty. Batapa-Sigue conveyed the need to create digital content on these technologies which may transpire through Developer Advocate Workshops wherein various developer advocates can meaningfully share their knowledge and expertise on emerging technologies.
The closing message was given by IIDB Director Emmy Lou Delfin, who urged students to “recognize the immense potential that emerging technologies, like blockchain, offer.” Blockchain is more than just a trendy term; it is a potent instrument that can disrupt industries, improve transparency, and spur creativity, Director Delfin stated. “The world is evolving at an unprecedented pace, and it is your generation that will shape the destiny of our nation,” she added.
